Belgian police have revealed that they will keep England supporters out of Brussels following the match against Romania in nearby Charleroi.
Security chiefs say they hope the move will help avoid a repetition of the trouble that flared at the weekend.
Only fans able to prove that they have somewhere to stay in Brussels will be allowed to re-enter the town after the game, government officials have disclosed.
The measures were put in place after clashes marred the aftermath of the England-Germany match - also held in Charleroi.
'Unlike last time - when the English supporters came en masse into Brussels - we have decided to send groups of fans that need to come to Brussels on special buses,' Interior Ministry Director General Monique De Knop said.
Around 300 England fans will be brought back to Brussels on six spcial buses. Trains carrying supporters from Charleroi will bypass the city, taking England supporters on to ports or neighbouring countries.
De Knop said it was hoped that careful supervision of fans leaving the Romania game would negate the need for mass arrests. And she added: 'We hope not to have to deport anyone. There will not be a ferry, and we will probably not use aircraft.'
But Brussels Mayor Francois-Xavier De Donnea called on UEFA to enforce their threat to expel England from the tournament if further trouble flares.
