Widely recognised as the best finisher of all the England hopefuls, Fowler has nevertheless suffered from major injury problems this season, requiring two ankle operations and only returning to action late in the campaign.
He has insisted that becoming a father for the first time has matured him after the antics which regularly led to disciplinary problems, such as his ill-advised attempt at humour in snorting the goal-line against Everton last season to mimic the taunts being thrown at him.
Whether he has regained enough match-sharpness to make an impression at Euro 2000 remains to be seen but while Keegan admits he may be a 'gamble', it is one that he is prepared to take in the light of Fowler's finishing quality and left-footed ability.
His positioning for the goal against Ukraine - it wasn't a classic, but that's not the point - suggests that he is coming in to form and fitness at just the right time.
